The 2025 World Police Summit was held in Dubai, bringing together security leaders from around the world to discuss the future of policing in an increasingly complex environment.
Around 17,000 participants from 130 countries took part in the three-day event, held under the theme “Beyond the Badge: Envision the Next Era of Policing.”
The Summit addressed priority areas for improving law-enforcement practice, including:
🟣 the use of artificial intelligence technologies in policing;
🔵 countering organised crime;
🔵 cybersecurity;
🟡 enhancing public safety;
🟢 responding promptly to emerging threats.
The programme was aimed at expanding cooperation between public authorities and civil-society organisations in the fight against transnational crime, identifying innovative approaches and developing international cooperation. Its sessions were intended to foster dialogue, innovation and cross-border partnerships.
The forum introduced three new areas:
🟪 an Academic Zone, devoted to research by leading universities and police institutes worldwide;
🟦 a Start-up Zone, focused on innovation and entrepreneurship in public safety;
🟦 a Demonstration Centre, presenting simulated real-life law-enforcement scenarios.
Representatives of the IPA Russian Section were officially invited to the Summit as VIP delegates. The delegation was headed by Igor Vyatkin, Vice-President of the All-Russian Police Association and Chair of its International Relations Commission. It also included Vice-President Alexander Radchenko and Association members Anastasia Andrienko and Denis Matvienko.
The Russian delegation held discussions with Oliver Hoffmann, IPA Vice-President, and Clive Wood, Head of Administration of the International Police Association, on preparations for the IPA International Congres
The Russian representatives were also given an opportunity to visit several leading Dubai Police units and meet the city’s Chief of Police.
The openness and goodwill of the meeting, and above all the shared desire to strengthen police cooperation between our countries, were its defining features.
Summing up the Summit, Igor Vyatkin emphasised the value of this major international police forum and its role in strengthening the global police community by drawing on the capacities of civil-society organisations and business. This is of key importance in responding to the new challenges and threats facing society.
