From 24 to 26 October 2025, at the invitation of the Montenegro Section of the IPA, a Russian delegation took part in the Balkan Regional Forum in Budva, Montenegro, as part of efforts to strengthen the international police community.
More than 150 participants from 19 countries attended the event.

Its objectives were to exchange experience; enhance the standing of police officers and Russian veterans abroad; establish contacts for future meetings; promote cooperation among police officers in countering transnational crime; and develop cultural programmes, including police tourism, among the participating countries.
The event was timed to coincide with the anniversary of the founding of the Montenegrin police and the 12th anniversary of the Montenegro Section of the IPA.
It demonstrated that the IPA Russian Section remains firmly integrated into the international police community, notwithstanding earlier attempts by some countries to exclude it.
The IPA Russian Section was represented by a two-person delegation. The atmosphere was exceptionally welcoming and friendly. The hosts, the Montenegro Section of the IPA, extended particular warmth and attention to the Russian representatives.
